- Idaho
- Virginia
- South Dakota
- South Carolina (held in committee)
- New Hampshire (defeated 17-1)
- Washington State (Wolf PAC style Con-Con resolution, SJM 8000 never came up for a vote in time, too late now)
- Wyoming, the "single subject Amendment" Con-Con application failed to attain a majority and COS could not get an introduction vote
- Colorado, COS could not attain an introduction vote
- New Mexico Wolf PAC's Con-Con application, which failed in committee in mid-February
