Howard Phillips (1941-2013) was a conservative intellectual who founded Conservative Caucus in 1974 and started an unsuccessful third party named the U.S. Taxpayers Party in 1992, which later became the Constitution Party.

Phillips was an outspoken opponent of the nominations of Sandra Day O'Connor and, later, David Souter to the U.S. Supreme Court. He prophetically declared before their confirmation that each was a supporter of abortion.
