Salon links the Koch brothers, Charles and David, to the Con Con effort:

"This past January, Texas Gov. Greg Abbott, the multimillionaire protégé of the Koch brothers’ plutocratic kingdom and American Legislative Exchange Council darling, revealed to a startled nation that he has penned not one but nine new amendments to the Constitution of the United States."

Cato's endorsement of a Con Con, through a sneaky proposed Rules change in the House of Representative, was a strong indication that the Koch brothers are behind it. The Koch brothers are a major donor to Cato and handpicked its president, after forcing the prior, longtime president out of the organization.
